Janet Hasty Janet Hasty - Owner and GPS Senior Trainer
Janet Hasty is a 30 year veteran of Texas state government purchasing. She has worked in several important state agencies including the Texas Building and Procurement Commission, Texas Department of Transportation, Department of State Health Services, and Texas Parks and Wildlife Department. During her career, Janet was responsible for the procurement of a wide range of goods and services. Some of her purchasing projects included:
  • Statewide travel contract including travel agency, car rental and airline services
  • Major advertising campaigns such as the “Don’t Mess with Texas” anti-litter campaign
  • Building construction and maintenance contracts
  • Client service contracts valued at over 700 million dollars
  • Information technology services and systems
  • Professional and consulting services

Janet has a bachelor's degree in Public Administration from St. Edwards University, and a master's degree in Public Policy from the University of Texas, LBJ School of Public Affairs. She shares her procurement knowledge with fellow government purchasers in her purchasing workshops. Her knowledge and experience in Texas government procurement is rivaled by few others. Janet is ready to share this information with you. Janet also enjoys consulting with the vendor community and assisting them in successfully growing their businesses through government contracts.

Janet is a Certified Public Purchasing Officer by the National Institute of Governmental Purchasing, and a Certified Texas Procurement Manager by the Comptroller of Public Accounts. Janet is also a Certified Trainer through the Comptroller of Public Accounts.

Phil Brasher
Phil Brasher - GPS Trainer
Phil has over twenty years of experience in public school purchasing. He has also taught purchasing certification classes for the Texas Association of School Business Officials (TASBO) for over ten years. He has a B.S. - Social Studies Education - University of Louisiana-Monroe and a Master's Degree - Educational Administration - Texas A&M Commerce.

Phil is a Registered Texas School Business Administrator (RTSBA).

Carol Cooper
Carol Cooper - GPS Trainer
Carol retired from the City of Garland, Texas in 2011 as the Director of Materials Management. She has been actively employed in the purchasing and supply profession since 1978. She has both public and private sector experience in a variety of industries. Carol has served on the Board of Directors for ISM-Dallas, ISM Southwest Forum and BuyBoard. She is a Charter member of the Texas Public Purchasing Association and served on the TxPPA Board of Directors.

Carol is a graduate of the University of Texas at Dallas and holds a lifetime C.P.M. and CPPO.

John R. Miller
John R. Miller - GPS Trainer
John has over 30 years of experience in various leadership roles within educational/university, state, county, and city procurement. He has authored various textbooks and is a Master Instructor for the National Institute of Governmental Purchasing (NIGP). He was an adjunct faculty member at Harford College, Maryland and the University of Virginia. He received his B.S. in Finance from the University of Baltimore, Maryland and his Masters in Governmental Administration from the University of Pennsylvania.

John is a Certified Public Purchasing Officer (CPPO).
